The Victorian Safer Public Pools – Code of Practice which has been in place since October 2018 is now due for its first major review in light of new Guidelines, Health Regulations and Health and Safety laws introduced since its implementation.
“The Code has contributed to the success in reducing fatal drownings in public pools with zero fatal drownings in Victorian public pools since its implementation,” says Andy Dennis, General Manager of Public Training and Pool Safety. “This success is contrasted with the drownings that have occurred in public-access pools, such as hotel pools, which fall outside of the scope of the Code. More work is needed to ensure a consistent level of safety and compliance across all public and public-access pools in the State of Victoria.”
Life Saving Victoria’s Pool Safety team will oversee the review and integration with existing legislation, standards and guidelines. Industry input into the practicality of implementation of the Code as well as highlighting any gaps within existing provisions and/or where further clarity is needed are key outputs required in this review. LSV will continue to work closely with the Platinum Pool Steering Committee, its dedicated Community Issue Based Working Group to ensure the Code remains practical and consistent with industry standards and expectations.
The aim of the Code is to provide practical guidance to public pool owners and operators with responsibilities under the Occupational Health & Safety Act and Regulations. It is intended to provide consistency regarding the application and review of industry standards, bench-marking and reporting.
“The Code of Practice is the centre-piece of the Safer Public Pools project, which is supported by the State Government,” says Andy.

- Development of a register of public pools
- Creation of the Code of Practice
- Improved collaboration and communication
- Structured reporting and evaluation processes
